Amazon Web Services announced at the LEAP conference in Riyadh that its first domestic cloud infrastructure region in Saudi Arabia is on track to open in December 2026. AWS first announced the region in March 2024, with a planned investment of more than $5.3 billion (19.88 billion Saudi riyals).

For organizations operating under strict data-handling policies, the primary operational consequence is domestic data location. AWS stated that the region will allow developers, startups, and enterprises to run workloads and store data within Saudi data centers under its Digital Sovereignty Pledge. Organizations named by AWS as planning to run AI workloads on the infrastructure include Almosafer, Abdul Latif Jameel, stc Group, and Red Bull Mobile, alongside systems integrators such as ZainTECH, Tamkeen, and Accenture.

Managed Arabic AI and Marketplace Software

Alongside the infrastructure rollout, AWS detailed software and model integrations developed with HUMAIN, a company owned by the Public Investment Fund (PIF):

  • Model access: HUMAIN's ALLAM Arabic large language model will become available through Amazon Bedrock as a fully managed endpoint, letting developers query native Arabic capabilities through standard Bedrock APIs.
  • Platform distribution: HUMAIN Fabric, the AI-native data infrastructure platform within HUMAIN's ONE generative AI operating system, will be distributed through AWS Marketplace.

Multi-Year Roadmap Separates Region from 2028 AI Zone

The timeline distinguishes general cloud infrastructure from specialized compute clusters. While the December 2026 region establishes domestic compute and storage facilities, a separate AI Zone is planned by 2028.

Under an expanded strategic collaboration naming AWS as HUMAIN's preferred AI partner, the planned AI Zone will supply up to 50 megawatts of capacity dedicated to AI training and inference. AWS reported that the 2028 facility will pair its custom Trainium accelerators with Nvidia AI infrastructure.

The announcement sets two delivery targets: a December 2026 region launch and up to 50 MW of AI Zone capacity by 2028. It does not report either project as operational.
